Functionally effective vasodilator and skin conditioning agent used in lip plumpers and scalp tonics. Causes concentration-dependent skin irritation (H315), serious eye irritation (H319), and characteristic rubefacient flushing upon topical application. Acts as a penetration enhancer, potentially increasing systemic absorption of co-applied ingredients. No CIR assessment and limited published safety data. Not prohibited or restricted in EU or US. Acceptable at low use concentrations in rinse-off or limited-contact products with appropriate formulatory caution; warrants higher scrutiny in leave-on products applied over large surface areas.
