Saccharide Isomerate (CAS 100843-69-4) is a skin-conditioning humectant permitted in EU cosmetics without restriction under Regulation (EC) No 1223/2009 and not listed in any Annex. The CIR Expert Panel concluded in its 2021 Final Report that the ingredient is safe as used in cosmetics at concentrations up to 2.8% leave-on and 0.7% rinse-off. Dermal absorption is negligible due to high molecular weight variants and stratum corneum keratin binding; sensitization and irritation data are consistently negative across both animal and human studies.

Not subject to FDA premarket approval for cosmetic use. CIR Expert Panel final report (September 2021) concluded safe in cosmetics in the present practices of use and concentration. Not classified as an OTC drug ingredient; no GRASE classification applies. Reported in 352 cosmetic products per 2021 VCRP data.
