Regulatory Status
Safe synthetic film-forming polymer with well-established CIR approval (2002, reaffirmed 2018). High molecular weight limits dermal absorption. Non-mutagenic, non-sensitizing at cosmetic use concentrations. Permitted in EU (CosIng REF 31841), not restricted or prohibited. Primarily used in mascaras, eyeliners, nail products, and foundations. Formulate to avoid irritation at high concentrations in leave-on products.
Not listed in FDA 21 CFR prohibited/restricted lists for cosmetics; FDA permits acrylates copolymers as indirect food-contact coatings; CIR Expert Panel (2002, reaffirmed 2018 amended assessment) concluded safe in present practices of use when formulated to be non-irritating
