US: FDA considers panthenol GRAS as a nutrient; CIR Expert Panel 2022 concluded safe at present use concentrations. Excellent safety profile as provitamin B5 with full conversion to endogenous pantothenic acid. Minor sensitization signal emerging in atopic populations.
US Note
FDA classifies panthenol as GRAS as a nutrient. Not subject to any FDA cosmetic restriction. Reported in 2017 FDA VCRP at concentrations up to 5.3% leave-on and 5% rinse-off. CIR Expert Panel 2022 issued safe conclusion for panthenol, pantothenic acid, and 5 derivatives at present cosmetic use concentrations.
